Certificate in Proficiency Exam (CPE)/ottima conoscenza
Are you sure it is not the Cambridge Proficiency Certificate itself that is being referred to here? The Proficiency exam, which is administered by Cambridge University, can be taken worldwide and is the highest level exam non-natives can take in the English Language. "Proficiency" whether it refers to the exam or not,certainly implies far more than a "buona conoscenza" of the language. I am an English Language teacher and teach this level and prepare students for the exam itself and believe me it's for advanced level learners!!

Being fluent and being of proficiency level are not the same thing: many of my students may be fluent in English but not of the very advanced level that proficiency implies. Being 'proficient' in English is another thing and implies a good level
