Context:

"...ein neuartiges modulares und skalierbares System zur automatischen Behälterlagerung mittels im Regal verfahrbarer Shuttle-Fahrzeuge."

I'm thinking along the lines of:

"a novel modular and scalable system for automated container storage using mobile shuttle transportation vehicles that can travel along the shelves"

but that really doesn't sound quite right to me.

The general context is an automated warehouse system with shuttle transportation vehicles such as the SAVOYE PTS Picking Tray System.

Agree "through" in this case is vague enough to mean "between the racks" or "along the racks". A safe bet IMO.

The important point seems to be all-over, unrestricted access:

The VMs are radio-guided, autonomous units that have access to every one of the single-deep pallet positions. Autonomy is important, as they can operate in a similar manner to a free fork-lift truck, rather than being restricted to certain predetermined zones or channels.

agree with phillee have visited these things and they have very tall racks and very narrow gaps between the rows. No room for a normal forklift, so they have a rail in the middle along which runs a sort of robot shuttle that can be remote controlled to rise and fall to the appropriate height to access the particular shelf. You get more rows of racks in the same space. This is the same principle but for containers with a shuttle vehicle

Racks is the term used in warehouses, not shelves. E.g. a "Hochregalstapler" is called "High-rack stacker". Fork-lifts travel between/along the racks.

I could also interpret "im Regal" as meaning in the aisle between the racks.
Do you have more context as to where/how exactly they travel?
