В качестве критерия, определяющего критическую скорость флаттера, принимаем условие, что при этой скорости происходят колебания с быстро возрастающими амплитудами, которые могут привести к разрушению конструкции.

Что-то не соображу, как такое сформулировать.

The formulation "We shall define x-1 as the x at which..." is fairly common. Both "criterion" and "condition" are implicit. Here are some examples for parameters other than speed:

For rns: Instead of searching for exact matches of the formulation with "define," look at the general formulation. For example, "take" is another, perfectly acceptable way of translating "принимаем".

Sticking with the sentence at hand: we define [critical flutter speed] as [the speed at which + description of conditions]. It's not a tautology, but the first, most natural formulation that came to mind./Maybe don't get hung up on "define"? See Note.

A critical flutter speed is assumed to be the speed at which vibrations characterized by rapidly

increasing amplitudes occur. Such vibrations may result in the structural failure.

Мне кажется, такие заковырестые фразы, да ещё не совсем удачно сформулированные, надо разбивать, и переводить по частям, чтоб читателя не запутать.
