I think the secondary construction work refers to the sealing of the roof and walls, and not to their initial primary construction.
Note from asker:
I am not sure if "roofs and walls" could be considered secondary construction work (Los elementos no comprendidos en el concepto de obra fundamental ni en el de instalaciones fijas ni equipamiento propio del edificio) as they would seem to be a pretty important part of the building.

(sealing of) coverings and floorings

'Cubierta' can be any kind of covering, but is often used for the (often horrible aluminium) coverings or enclosures for balconies etc . 'Soleras' can also mean sills, but usually flooring. So I think this would refer to the work of sealing or making waterproof these elements.
