If you'd care to post "fire safety permit" as an answer, Casey, it gets my vote. And even if this is about a hospital or something, I don't think it qualifies as a medical question.

Peter's answer is not incorrect, but in reading the Wikipedia link, I notice that most of the conditions and related text deals with fire hazard, equipment, alarms, emergency procedures, etc. It seems to me that fire safety permit would be more appropriate:
