referring/referred executive magistrate

There is no such thing as an "execution judge" in English. I would personally normally render something like "قاضي التنفيذ" as "judge/magistrate responsible for executing/performing...." however as it's a longer phrase here, you can use "executive magistrate", which exists in some English-speaking jurisdictions and broadly do the same thing. It is "delegation" here but legal matters are not delegated, they are usually referred
