From a Venezuelan marriage record.
The term also appears earlier in the document in a slightly different form: "...el acta...que hizo extender el Juez de este distrito en el expediente de carteles...".
I think in the first context it would be "entered", as opposed to issued. And in the second context it could be translated as "issued".
Can anyone clarify my hazy thoughts? Thanks.

In both cases, “extender” means “enter/copy/record” because it was “extendida **en el expediente**”; otherwise, it would be “issued”.

issue in both cases
Certificates are issued, then entered: extender, registrar. Plus in the first sentence, it is not yet signed, so can't be registered yet.
