I.e. all the things that you want the product to do/provide if conditions are perfect and you have all the money in the world.

Additional thoughts... Google provides numerous references to support the use of Marijke’s suggestion (“schedule of preferences”) in the United States (e.g. a construction expert in New York, a school district in New Jersey, an academic dissertation), but unfortunately I don’t think it’s applicable to a list of the things that a new product should be capable of doing/providing. What we have here really isn’t a program, schedule or statement. It’s just what Toiny says: a “wish list”. I just don’t know whether the engineers and managers within a large organization would use that term to talk about such a list. At the Dutch offices they talk about the PvW (Programma van Wensen). This is certainly meaningless to their American counterparts. Any other suggestions or ideas? By the way, I’m trying to get an answer from the client and if I do I’ll let you all know.

Programme of needs I'm not a member, but despite my previous (deleted) comment, I think what you want is 'programme of needs'. Try googling it.
