This appears at the end of some court minutes. Appears to be disbursements for records ? but I can't find any reference to this precise phrase.

The other options would read "aan te tekenen" in Dutch.

One of the bailiff's tasks: "beslag aantekenen"
=> "Uit zijn verklaring bleek dat de man, in de hoedanigheid van gerechtsdeurwaarder, een beslag kwam aantekenen bij de bewoner van een pand aan de Goorseweg...."
=> "(...) moet de deurwaarder voorts - het beslag aantekenen.."
=> "aantekening in de registers (...) beslagleggende deurwaarder draagt zorg dat dit terstond geschiedt"

I think that this is similar yet more relevant to the sentence structure. I used the Juridisch Lexicon. Since it mentions "excl.", it reads in my opinion better as " excluding to-be-recorded disbursements."

The JL gives various meanings of "aantekenen": when addressing a letter (by registered mail), of a letter (to send by registered mail), and just registreren (to record, to enter). In this case "to be recorded" I think is best...
