"Met het verzoek" is a polite request, not an order. So underlined or not, it would be most discourteous to translate "per omgaande" by 'immediately'. I don't know about the transport industry, but in the financial services industry this would be wholly unacceptable.

I had ended up using "a soon as possible" precisely to satisfy the
need for politeness, which is confirmed by Van Dale "so spoedig mogelijk". "By return mail" fails to convey the sense of urgency ( at least in the U.S. where non-electronic mail is fondly {and very commonly nowadays} referred to as "snail mail") suggested by the underlining.
Unless "per omgaande" was underlined because the original wanted to emphasize the need for the document (an amendment to an agreement) to be sent by mail as opposed to, say, fax - yet another albeit remote possibility.
