ness of properly organized self-help forces in extinguishing fire bomb ignitions prior to room flashover. Until the self-help forces were effectively disbandcd by evacuation orders, the self-help firefighting forces of Hamburg fought 59 percent of all fires, even though they operated only on small fires.
