Part of terms and conditions for tender process. This seems to make no sense to me, but am I missing something?? I understand what it should mean, but not how it relates to the second part of the sentence...
"La livraison, franco de tout port, s’effectuera à l’adresse suivante : [address].
***Sur base du mode d’expédition***, le fournisseur s’engage à livrer les documents demandés necessaires.
En cas de non-respect des accords, le fournisseur supportera tous les coûts liés à ses manquements. Ces coûts seront retenus sur les montants à payer."

Incidentally, there are plenty of mistakes in the text, so this could be another one. (Or, it could just be that this text is driving me so mad I don't understand anything any more...!)

It's a little confusing, but I think that is what they are trying to say here. I would it's best to translate this phrase at the end of the sentence.
sur base du mode d'expédition = according to the manner of shipment (that is requested/specified)

Thank you, B D Finch. As you know, the sentence is very vague, and without more context, it's hard to say what it really means. It's possible that none of is correct here. May I note, however, that my understanding is not outllandish.

Based on the mode of shipment, the supplier undertakes to deliver the required documents.
A shipping "mode" has a specific meaning - container, air freight, ocean freight, rail, road, etc. (Think "intermodal"). Different "modes" use different document sets - an Air Waybill for air freight, a Port Bill of Lading for ocean freight, etc. If this is an export shipment, the buyer needs the appropriate documents in order to clear customs upon arrival, which differ according to the mode of shipment. If they are missing, there will be demurrage fees while customs holds the shipment, until the correct documents are obtained. In some countries, this can add months of delay and significant costs.

For ocean shipments, the original documents are usually delivered by air courier while the shipment is on the water, hence the the delivery of the documents which is a separate shipment than the delivery of the goods.
