Context:

This facility has been granted subject to a satisfactory exercise by the relationship manager at take-on.

What exactly does "at take-on" mean in this context? Thanks in advance.

assumption of responsibility

The statement is not very clear, but it appears to me that it refers to moment when the relationship "takes on" responsibility for the facility. "On" is an intensifier.

acceptation/approval

In this context I am fairly sure that the granting of the facility has been approved pending approval by the relationship manager.
