Recientamente Sedapal ha firmado un convenio con la KFW para la construcción de más de 10 plantas de tratamiento de aguas residuales en todo Lima con un monto de inversión de US 100,000,000, para lo cual se nos ha convocado a iniciar contactos con ellos.

It doesn't make sense to me that they were invited (thus contacted) to initiate contact...?

seems to me that there is another party involved How do you interpret the "ellos" (Sedapal and KFW surely), hence the nosotros refers to an entity which does not appear in the snippet.

No, "WE" is a private company Sedapal (Servicio de Agua Potable y Alcantarillado)
KFW (a German development bank) -- I'm assuming Sedapal invited the company to initiate contact

WE were invited/summoned

I would read that as "WE (not they) were invited/summoned to initiate contact with them." Hope that helps. Suerte!

Yes, thank you. I should have phrased that differently. I understood that it was we (I was referring to them) -- I just don't see how one could INITIATE contact when the party you will be contacting has already contacted you to invite you to contact them

"Urged" is one version that looks good to me, "invited", "asked", etc. would be others.
