Plan's scaling/building's scale
I think that it refers to the how the architect(s) work the scale of their projects in a sloppy site so that maximum views are achieved from every building. Obviously this is a site with an odd relief nevertheless an expensive site because is near the ocean. Scaling the building's grounds, example: additions- a more beautiful garden , a s/pool to make it more attractive to the buyer is an alternative to profit from the lack of views to an ocean. Here is a quick example of this below re; my answer.
