Yo prefiero "tratar con" que "lidiar con" en un texto jurídico. "Lidiar" significa "pelear, luchar", significado que no tiene "deal with". Por otra parte, por lo menos en España, se usa en sentido figurado, por lo que ni es sinónimo exacto de "pelear" y tampoco cabe en un texto jurídico. Por último, a mí "lidiar" me hace pensar en la lidia, las corridas de toros... Quizás en otra variante del español no tenga esta connotación.
