I'm fighting to reflect this "fondé sur l'observation des into my... non native language..(context: French construction cost index (ICC).
Here's my suggestion: "....it is a price index, built on records of (?) construction contracts entered into by project owners and companies in charge of construction works....

I think the important unit here is construction conclus - construction contracts. I found a lot of hits for "monitoring of construction contracts" and I think that the word "markets" is implied.
