Aha! With the extra context, I think they're saying that Insee etc are trying to be two things at once and are questioning how they can be independent when they are being "judge and judged".

There seems to be an error in the next part of the document. The section that immediately follows is:
...revendiquent d’être ailleurs. Du côté de la statistique, mais aussi des études assorties de larges commentaires. Indépendant et direction d’administration centrale. Cela contraint quelque peu la manière dont le décret posera l’indépendance et des règles d’organisation.

revendiquent = affirm/assert
être ailleurs = to be elsewhere (not just involved in statistical collection, research, etc)

It seems to me that it is saying they like to abdicate responsibility for the statistics they have in fact created.
Or: like to pretend it wasn't them...
