It occured to me that this might be something to do with local taxation, and the establishment of the tax base for local/municipal taxes. Would this option be supported by the general context of your piece? Mre context, like a paragraph or so, would help us to say for certain.

Thanks for the clarification. In this case, I think my hunch hasn't paid off. There doesn't seem to be proof of this being connected with local taxation. It was an idea, but I don't think it applies here.

It's the actual name of a specific law
This not a generic reference to the compendium of rules governing local administrations. It is the actual name of a piece of legislation: Ley 7/1985, de 2 de abril, Reguladora de las Bases del Régimen Local. So it needs to translated as "Act" or "Law", depending on your preference, using title case.
