This is part of contract for installing electrics in a biogas plant. The subcontractor is asked to direct any queries or questions they may have to the main contractor and not the owner of the building/plant.

"During the intensive debris removal operation, officials from both the EPA and the Occupational Health and Safety Administration, though visible at the site, opted to maintain an "advisory role," records show. Therefore, no one forced workers -- through threat of fines or expulsion from the site -- to wear respirators until very late in the six-month effort." it may be implied, but if you search the attached dissertation you will see that "verweis" in the baustellenkontext is used broadly as "reprimand" (see my translation (now added) above)

Whatever. The reprimand is the last step of a procedurally effective process in which the employee on site is given the opportunity to modify or correct his behavior. It is only once the reprimand is issued that the employee is removed from the site.
