I don't understand the function of the "1." Does it mean simply that all three are included, or something more specific/technical?

The second item "1 pH moins" is a bit odd - it suggests to me that this is not native French.
So my guess that the author used the number '1' because (s)he wasn't sure whether the three treatments are masculine or feminine.
The best translation will be not the number '1' but the indefinite article a / an (conveniently genderless in English...).
I confess I've resorted to the same trick sometimes myself in private correspondence (but never, ever, cross my heart and hope to die...) in anything professional.

This just means '1'. They are putting together sets of treatment products for swimming pools. These three products are what you generally need.
