Если посмотреть повнимательнее, в предложенном тексте нет ни слова о том, что уголовное обвинение было предъявлено, а потом дело было прекращено.
Вполне возможно, что дело и начато не было из-за срока давности.
Поэтому для того чтобы перевести criminal prosecution was discontinued либо criminal charges were dropped/dismissed, нужен дополнительный контекст, которого нет.
Без контекста перевод может быть только, что criminal liability is time-barred, но не больше. Говорить, не имея для этого оснований, что criminal charges were brought and then dropped as statute of limitations has expired - значит, сочинять историю уголовного процесса.
