There isn't a lot of context to go on here. This comes from an internal PowerPoint presentation at a Chilean company, regarding certain tax benefits available for training. The only context is:
"Los Comité Bipartitos de Capacitación, están consignados en la ley y representan una obligación para las empresas con más de 15 trabajadores.
Los CBC, deben estar constituidos por 3 representantes de la Empresa y 3 representantes de los trabajadores
Los CBC se deben renovar cada 2 años."

Comment: "I think this option makes the most sense for this context, and reads more naturally. "Bipartite" is proably more accurate techincally, but since this is for an internal PowerPoint presentation, I think "Joint" is the best option here.
