A pro question is anything else... in other words, any question that requires knowledge or skills that are specialized (even slightly).

Another way to think of the difficulty levels is this: an easy question is one that deals with everyday conversation. A pro question is anything else.

When deciding between easy and pro, err on the side of pro. Most questions will be pro.

* Note: non-member askers are not given the option of entering 'pro' questions; the only way for their questions to be classified as 'pro' is for a ProZ.com member or members to re-classify it.

Department of City Planning and Control

Sorry, I gave this answer to the previous quesiton. Didn't realise this was a separate question.
In London, I am quite sure that the term used is City Planning and Control. There was a recent vacancy for a manager of City Planning and Control for the City of London. As this has now been filled, they have taken the job specification offline. However the link is still there and I give it below:

Your book title is Urban Planning and Management. This means the same as City Planning and Control but not the same as Urban Development and Management.

Urban Development and Management is closer to the Dutch original and that term is also used. However, in the UK certainly, people tend to refer to Urban Planning rather than Urban Development because very often the function of planning departments is to restrain and control rather than to permit development.

However Urban Development and Management is also used, especially in the United States, and as it is so close to your Dutch original you may as well go with that.
