This is a tie, not a hat.
It's not a seam (with the purpose of joining two layers of cloth together) as far I can see here, the purpose of this stitching is to give a decorative finish on the edges of the tie.

The example shown here has stitches which are too distantly spaced but a closer stitch could give the satin stitch finish I imagine a tie would require.

p.s. the cord can also be rattail cord..... but it is an edging, not a seam.

that´s what I found confirmed in Google. rat tail (rather than mouse tail)
