The problem with this question is that the literal translation makes no sense in English: "The monies assigned to XXX shall be governed by..."
The truth is that money that is governed by contracts. Human behavior is what is governed by contracts.
So I might have translated the phrase as follows:
"Determination [establishment] of the value of monies to be assigned to XXX shall be done in accordance with the terms of the present agreement as in effect from time to time."
Of course, the sentence in question is given in isolation of the complete paragraph, so there is no context.
I see many suggestions of "in force" for vigente, but that's not always the best translation of the phrase. More context would be very helpful.
