More context It's an employee performance survey, With a list of statements that you have to consider and score. Above the statements there is "Headinger:" and below this the score range. As it's not in table format, it confuses me

could it be the title you refer to is (slang)?

heading = overskrift
heading line = tittellinje

Or else it could be that the word "meninger" are misspelled?

Meninger = Opinions

Or else I do not know :o)

agree Eivind Lilleskjaeret : I suspect this refers to "headings/headlines" to be filled in later. Unless, of course, these "employees" are footballers and their ability to head the ball is to be assessed ;-)
