I wouod have gone with cinefil's answer if the katakana had been ガイシ, but I think Ganesh-san could be right with 'gauge' even though the kana is unconventional.

Voltage down line/High pressure gauge
I'm not sure about this either, tried to google, and Wiki, but got nothing. Can ガイジ be Gauge?

I did electrical at the U a long time ago so I'm on a shaky ground here. But the main line voltage is very high, compared to the voltage supplied to individual household, so there must be a transformer somewhere in between.

if 引き下げ線 is that of transformer, no need to add 'wire'
if it is 引き込み線 to the resident, translation shall be 'service wire/line'
