I will write in English: Depends on what you think of.
If you are looking for a translation of the Russian word "apostol" i.e. English "apostle", then it would be "ar°ak'yal". Note that in older Biblical Armenian this is written "ar°ak'eal" though the pronounciation should have been the same.
The Greek word "apostolos" comes from the verb "apostelloo" (double "o" for o mega). This has the meaning "to send" (approximately!). A quite similar meaning has got the Armenian word "ar°ak'el" (Infinitive, the 1st person singular would be "ar°ak'em", aorist (a kind of past tense) "ar°ak'ec'i"). The meanings of derivations from this word are similar to those of the Greek ones. Although I have to admit, that I have never heard of a Russian word "apost'il' ", I see that in a context concerning law/patents it has to be a terminus technicus taken from Greek. Then its meaning would be "something (to be) sent, letter, advice...". In this case the Armenian translation would be "ar°ak'owm", one of its synchronical meanings is Russian "posylka", but only one! Note that "ar°ak'owm" comes from an older "ar°ak'owmn", gen. "ar°ak'man", underlyingly a so-called men-stem.
Some notes on the pronounciation: "r°" is a strongly rolled alveolar vibrant. In most cases written by an "r" with a little stroke above it. Not to be taken for a simple "r"! For both phonemes exist in Armenian. "k' " is an aspirated "k", also in this case, provide from writing a simple "k" for aspirated and simple tenues are distinguished in Armenian. "ow" stands orthographically for a spoken "u". I hope these advices will help. Otherwise contact me for further information.

Не имеет ничего общего ни с апостолами ни с посылкой - так что
*ar°ak'yal / ar°ak'owm* абсолютно неверно.
