I'm not really sure, but I think this means you're meant to fold a page back along a certain line (dotted line or fold) in order to reveal a certain image (I don't really get the rest of the sentence).

To answer your question, I believe it means "open" not "close", but as I said, don't open fully, only along a certain line.
