I know that URF is the teaching and research unit, but I don't know what scolarité is in this context.

Try a ProZ Term search. This has come up before, in relation to African universities. From memory, "scolarité" is something like "attendance tracking", what the French call "La vie scolaire" in schools at any rate.

There's a column on the right hand side of this webpage where possible translations of "scolarité" are given. There are two: schooling and attendance at school. I assume it's the latter that applies here.

This is a principal of a given school whose main duty is to ensure that kids attend school regularly.

disagree Ccilb77 : It would apply concerning primary and secondary education. At university, it has a different meaning, since students attendance is not checked anymore.
