I though by analogy with 温水器, 温油器 would be 'oil heater', but obviously it can't be that in 温油器ヒーター.

It may simply be called the oil heater, however, 油温器ヒーター is specifying the heating component of oil heating unit.

I don't have anything to back this up from the Internet, but from experience with various companies, this an abbreviation for container or vessel (容器) which is used with a heater and can hold oils that can be heated to high temp.
