Alright, since these are company-related, I'd suggest 'volunteer emergency response team.' 'Emergency response team' is already a coined term, no reason to reinvent it, and adding 'volunteer' to it does the trick in your context, IMO.

и ещё... думаю, что наши законодатели писали "нештатный", а думали о "внештатном":
ВНЕШТАТНЫЙ - Не состоящий в штате (постоянном составе сотрудников учреждения)
НЕШТАТНЫЙ - Не предусмотренный по штату (положению о числе сотрудников и должностей учреждения, их функциях)
