French to English Bus/Financial Tourism & Travel
This seemingly obvious phrase comes in a handbook describing how to deal with different types of air ticket sales. "à la demande" it seems is different from selling simple tickets across the counter, I wonder if there is a "package" connotation? Any help gratefully accepted!

perhaps tickets that cannot be issued by the travel agent, but need to be ordered from an airline or consolidator

ou alors "tailor-made package" dans le sens où ça répond plus à des besoins précis du client.
