最後の「~が採られているか」は、これは検査マニュアルなので、検査対象会社に相応の機能の存在を要求するチェックポイントという意味です。

The first thing that came to my mind for 相互牽制 was "checks and balances." I found some backup for that translation in the Glova dictionary. I don't think there's anything wrong with "mutual control and monitoring," though.
