The 100 mm applies to Büromöbel (other than Büro-Arbeitstische) - on something like a cupboard or filing cabinet, the castors are allowed to protrude up to 100 mm beyond the outer face of the furniture. In other words, the wheels or rollers aren't completely hidden underneath the furniture, they can stick out a little bit.

As I understand it, the 100mm is the maximum distance that the Rollen (castors?) and their Unterkonstruktion (the bit underneath that the Rollen are attached to) can extend beyond the edges of the furniture (I'm assuming that this is probably chairs?). This max distance ensures that they are stable (Standsicherheit) and improves their rolling properties (Rolleigenschaften). For desks and below-desk filing cabinets, the Rollen can extend up to 50mm beyond the edge.
