I would assume from the text that we are talking about champagne bottle labels, and understand that the adhesive works well in the bottle labelling process and will stay on the bottle even when immersed in ice water.

I'm not a native speaker of English, but I hope this helps.
mandrel performance = the ability to remain adhered to a curved surface => it (your label) sticks well to the surface of the bottle
