Could you please tell me whether the following sentence is grammatically correct? If not, please rephrase it.
"The officer said that should the plaintiff fail to deliver the property in his custody or an amicable settlement not be reached, the case will be submitted to the primary committee. "

: The future 'will' says that it will definitely happen given the stated conditions. While the counterfactual conditional ‘would’ says that it will happen if certain things happen. Both correct, but 'will' is more forceful.
