În link se explică de ce carta drepturilor sociale fundamentale ale muncitorilor se limitează la drepturi sociale, anume pentru că restul drepturilor (civile, politice) sunt garantate prin constituţie etc.
Probabil la acest tip de legislaţie se face referire în text.
