"Rezago Educativo: Grupo de personas mayores de 14 años que no han terminado la educación constitucionalmente obligatoria. Sectores de la sociedad que enfrentan condiciones de desventaja sobre recursos económicos, humanos y materiales. En este sentido, se ven reflejados en servicios educativos de menor calidad; altos índices de repetición y deserción escolar; falta de materiales educativos; infraestructura inadecuada; capacitación deficiente; ausentismo de maestros y supervisión insuficiente de directivos."

educational (or cultural) backlag

The term rezago means more literally, what is left out, those who don't belong, and is used in a variety of contexts.

In the case above I found the use of 'backlag' in texts, in context.
