@Jason: Yes, "影響所及,小型零售商和百貨公司備受影響" is of a bad writing style in Chinese. However, it may be understood as "As a result, the retail traders and the department stores suffer the most of the consequential impact."

與此同時 (At the same time, ...) and 影響所及 (As a result, ...) are such clichés which do not have much meaning than being construction elements of Chinese sentences.
