The phrase comes from a fairly complicated essay presented at a congress on contemporary art theory. The author has requested that I stick as much as possible to his original text in terms of style, punctuation, etc. and that all his errata are intentional.
I marked the phrase in question with three asterisks.

Me parece también que los museos de nuestro tiempo (de arte, de ciencia, tecnología, antropología y/o sus promisorias hibridaciones) no deben ser beneficio urbano –de urbanidad– sino bases de firme discernimiento de muchas identificaciones del entorno social de sus renovadas fascinaciones en un mundo que se quedó sin electricidad. Y desde luego, fuentes de contradicción… y de enfrasques muy críticos. Y en pos de ese fundamento –imprescindible– que ha sido manipulado con intereses discordantes (***emplazamientos políticos de breve maniobra,*** indolentes inversiones del poder) olvidando que sus misiones y programas podrían –ora sí que darle– chance tanto a una conciencia colectiva colectiva a favor del –mmmmmmmmmmmmmmmmmmmmmmmm, ¡ah, sí, ya me acorde!– desarrollo poético y humano, en tiempo presente, con beats análogos, reverberaciones acústicas, para la renovada acreditación de capacidades –intelectuales, creativas, geniales– que –a lo mejor– faciliten los valores trascendentales de una comunidad no marginada en el anonimato.
