Does this mean that the new guidelines are being implemented as students enter the new school year? The 学年進行 part is throwing me off.

学年進行で to me indicates a gradual implementation, so I would guess this refers to the fact that a curriculum covers a whole year and so the guidelines for different aspects of the curriculum will come into play over the year.
