The whole sentence is:
新しい学習指導要領が新学期より学年進行で実施されている
Does this mean that the new guidelines are being implemented as students enter the new school year? The 学年進行 part is throwing me off.

指導要領が改定されると、カリキュラムが増えたり減ったりしますから、学年の途中に実施すると支障が出てきます。だから、新一年生から実施されると思うのですが、定かではありません。どなたかご存知の方おられますか?

or 'over the course of the new school year, from its start.'

学年進行で to me indicates a gradual implementation, so I would guess this refers to the fact that a curriculum covers a whole year and so the guidelines for different aspects of the curriculum will come into play over the year.

学年進行 means that the curriculum advances to a higher level with each grade level
