You don't necessarily need to use the word "advocacy" in your translation, but I would emphasize that the "Paritätischer Wohlfahrtsverband" is an advocacy group and use the word federation (or association) to indicate that they have a number of member organizations. I found the following text on their website. Notice that they call themselves an "Anwalt sozial Benachteiligter" ("advocacy") and that they have a number of "Mitgliegsorganisationen" ("federation/association"):

Or you could call them the "German league for (the advocacy of) social equality"

Personally, I would avoid using the word "welfare" in your explanation because it has a slightly negative connotation in English - at least in the US, where it implies panhandling, people looking for a handout, etc. An exception to this would of course be the established use of the word "welfare" in "welfare state".

I like GET ENERGY's confederation - that brings across the idea of an umbrella organization. And if you want to include the word "welfare" (which is, after all, what "Wohlfahrt" means) - how about calling it (by way of explanation, of course, not as an official translation):

At least that way you haven't left out anything important.

And if this is too long, (it IS an extremely long title for an organization!) just drop the "Social Justice". If we can achieve social equality (in Germany and around the world), we've already accomplished a great deal. ;-)
