how to organize the list ?

I have a list in the following form -

option one is by far the most common, in my opinion.

: either is correct, but (1) is the neatest (saves having to repeat all those "to"s, especially if the bullet points are short. If they're long, you can get away with repeating "to" each time

depends on the number of bullets
if you have just two to three bullets, then it is fine to use (1), if there are more bullets i.e. the list of *prohibit* goes on and on, then I would use (2)
