Are they really saying that it costs about one-tenth (in the sense of порядок as exponent), or is this just figurative and I should put something like "considerably less"? Thanks!

"На порядок меньше" is SUPPOSED to mean "an order of magnitude lower", but given that a sloppy attitude to the language has regretfully become a hallmark of today's journalism in Russia, I'd probably be inclined to translate it as "substantially lower". On the other hand, public transit can indeed easily achieve costs 10 times below private cars...

It is a figure of speech, yes.
I've heard people use it to mean double/half, as in "у него зарплата на порядок выше". Mathematically that would only make sense if we used binary numbers :D
