Can you explain what does "tap the phone twice" mean in a cell phone?

Yes, almost certainly, I'd have thought; must be to give it an audbile signal through the microphone, in order to stop the counter or something

This seems to refer a special sort of mobile phone developed especially for runners etc. You tap the phone twice and your (music) track begins again, or changes. See link for one example

to record all conversations through a hidden microphone

to tap a phone means usually to hide a mic in it in order to record/listen to all conversations.
Think James Bond :-o)
