I see that this term is generally translated as 管理合伙人, but that doesn't seem to reflect the first-in-command nature of the position. Is it better or worse to translate it as 总经理？

In Taiwan, we call such a business partner in the same company, that is, a managing partner, 执行股东.

: legally, a partnership is different from a company, but in reality, people (not including officials or justice) may treat them as the same. A company is a legal person, but a partnership is not, it's just a collection of its partners.

Thanks. How about a company as a legal person? / No misunderstanding. A partnership doesn't make a company. If is when a company registered, the partnership becomes a company. However, a partner can be a legal person, too. That's why the Taiwanese term.

Use the proper Chinese
It can be a title with a specially translated Chinese counterpart. With the same English, its meaning and position can be different in different companies. As the first choice, I suggest you check the proper Chinese for it before translating the phrase based on certain rule.
Its meaning, should be something like a partner with management responsibilities of the enterprise.
