German to English Bus/Financial Real Estate
Index: die ersten drei Jahre sind indexneutral, veraendert sich danach der Verbraucherindex (Basis 2000 = 100) um mehr als 10% gegenueber dem Stand nach drei Jahren, so erfolgt die Anpassung *zu 66.66% der Indexaenderung*.

I can't work out how to word this last part. Thanks in advance!

The best explanation is an example:
If the index changed from say 200 to 230 (i.e. 15% proportional increase) then the rent adjustment would be 15 x .666 or (as near as dammit) 10% of the previous rent payable.
I recommend "proportional" because "percentage" could be confusing - the index is expressed in % but it's the *relative* change we are interested in.
