Again, looking for a nice title for this section of the website in Spanish, any ideas (what follows is below). This title was taken because it deals with the subject in a funny way and is also the title of a movie (that has to do w law) but I guess in Spanish it doesnt work the same. Anyhow have any suggestions? Thx

The expression means to be on the lookout, etc - might fit for you.
Avizor = ave rapaz, but not in DRAE and I can't remember what it´s called in Englis.
Avizor also = quien avizora = acecha = "Observar, aguardar cautelosamente con algún propósito" (DRAE)

La ley y las águilas
An option. If it has so many tacit meanings in English it is impossible to convey it all into Spanish, and probably the reference to the movie and the funny part of the expression is lost. However, translated like this it does give the idea of law and eagles.

Wikipedia has an entry for that film with Robert Redfor and Daryl Hanna (1986). It has a translation into German and Into Italian
(pericolosamente insieme = dangerously together). My German is lousy, but it means something like you don't kiss like a statesman.
I always go for the Italian version: "There are two kinds of people in the world - those who were born Italian and those who wish they were born Italian". A quote from my US friend Dominick Mazzotta (whose father was Italian but speaks no word of Italian himself).
In Israel they translate the names of films without any connection to the orginal title. I hope in Italy they a better job!
They did a good job in sendin Barbara Streisand packing! Asking for hundreds of dollars (euros) for a ticket. Who does she thinks she is, Madonna?

vista de águila is a common expression in Spanish used with águila.
Here, (and in all your other questions) the important point is the name of the bird, not really how they play with it
In my opinion, all the titles are trying be cute by using usual or funny phrases in English (when possible) as titles for the page.
Here, Legal Eagles is very common with the rhyme (actually, that is why they gave the film that name). But the legal aspect really has no importance: it's just convenient, funny and known.
I would suggest in general, that you should look for a Spanish expression using the name of the bird: if one exists, you should prefer that than playing with the words in the English. (You can check in a usage dictionary that will have examples, like Maria Moliner, or in sayings... )
